4. Preview exact changes — Show location, owner, current text, proposed text, reason, and every occurrence that will remain unchanged.
5. Confirm and apply the scope — Require explicit approval, update only the selected records, and preserve an auditable before-and-after record.
6. Read back and verify — Re-read each modified record, repeat the full scan, and report remaining occurrences with their approved reason.

Safety boundary
